1) - Use a RGB image(gray tones, 600x600,low detail objects, faces, fruits...)

- Copy image layer 3 times.

3) -Use filters->blur->gaussian blur(h=35,v=35) on first copy.



4) - Adjust contrast on second copy: image->colors->levels(input levels: 0,1.0,213).
    - Adjust contrast on third copy: image->colors->levels(input levels: 0,1.0,201).

 

5) - On second copy use: filters->distorts->Newsprint(cell size=4, separate to: intensity, angle=45, spot function=line,oversample=15).
    - On third copy use: filters->distorts->Newsprint(cell size=4, separate to: intensity, *angle=-45, spot function=line,oversample=15).
    * If second or third copy gets transparent, merge it down with a black layer. )



6)
- Add contrast to both images.(image->colors->levels)
    - On second and third layer use: filters->map->displace(y displacement=15, image=first copy - *don't use x displacement - **Use the first layer(blur) as the displacement map).


7) - Delete the first layer (*blur)
    -
Set second layer mode to "Darken only".
    - Use Layers => Flatten image
